We've had votes that have been very close in the end, but this one has been close the entire time. Literally ever other vote has been for the opposite contender (up one, tied, up one, tied, up one, tied...).

Also, Eagles has 17 players on his roster (I'm assuming from someone coming off IR) so the system will not allow the trade to process until Eagles drops a player to get down to 16.
