There's usually one or two of those in every league. I don't think you should kick a guy out if he sets his lineup and at least maintains a reasonably competitive team. If he were ignoring the lineup, and leaving multiple players on IR on his roster (making it difficult to compete), then I would consider taking action. In both of my regular leagues, owners are obligated to maintain the competition throughout the year. Only if they fail in that duty will we consider kicking them out, though I would definitely have a crucial conversation with the guy about whether he really wants to be in.
