The best rating is +16 which gives the player the advantage against the defense and indicates an easy opponent, the worst rating is -16 which gives the defense the advantage and indicates a tough opponent.
Indications are out there that the Bengals want to run the ball more in 2009, given the nature of Palmer's injury in 2008 and the careful rehab process he has undertaken this makes sense. However, the team's offseason moves suggest otherwise. Given his current rate, I think taking the risk on him and finding out later if he bounces back as the Carson of old is the right move. Just be sure to pair him with another high upside option.

Round 11, Pick 3
Positives Cincinnati announced very early that their starting quarterback will be Carson Palmer. He dutifully carried a clipboard last year and it would appear that he's ready to get ontot he field to see what happens. Strange as it may seem, the Bengals actually have a decent offensive attack which makes Palmer the selection here. Though Corey Dillon is gone, either Rudi Johnson or rookie Chris Perry should carry the load on the ground. Chad Johnson is obviously a nice guy to throw the ball to and Peter Warrick showed some flashes of brilliance last year. The tools are in place for Palmer to succeed. Negatives Anytime a rookie takes the field, especially at the position of quarterback, there are going to be some rough times. In fact, things could be extremely rough. However, this is my third QB so I can afford some rough patches in the early going in the hopes that he can produce good fantasy numbers by mid-season when I might need him to cover a bye week. Draft Strategy I thought for sure another QB would go, but I should have known that Dolphin Ron would grab some homers for his squad (though both good selections). I was in the market for QB all the way here, as really only Palmer, Grossman and Boller remain of the guys that are most likely to be the starter for their team. In this format, I wanted three QBs and didn't want one of them to come out of position battles that haven't been decided yet (ie. Manning/Warner, Gannon/Collins, etc).
Palmer gets the call over those other guys mostly because I like the potential of the Cincinnati offense. Palmer should have both a running game and a stud WR to throw the ball to. The same can't be said or Grossman or Boller. The fact that I have Chad Johnson does not play into this selection at all, I would have taken Palmer regardless of my ownership of CJ (though the thought of those two hooking up and having a big week at some point is intruiging). Positives Palmer should at least start the season, and hopefully remains starting through week 4 when I need him to cover a bye week for me. He has the tools but with no experience who knows. Negatives He has never taken a regular season snap .... enough said. Draft Strategy In need of a bye week backup I saw the handful of guys I really wanted melt away and decided to stop the bleeding here and grab someone. This might turn into a waiver wire watch though as I await the results of the southern california QB runoffs ... Gannon/Collins and Brees/Flutie/Rivers ... hopefully not though. Positives Tons of talent, was 1st overall pick in 2003. Great supporting cast. Negatives No NFL experience. Replacing a decent qb in Kitna, will he feel the heat, and fold. Draft Strategy With my 15th round pick, I wanted to take a flyer on a high upside guy. With Carr as my #2 presently, decided to go with Palmer, another young qb, I like. Will evaluate them and keep the best, the other is my waiver wire fodder to pickup a bye week kicker, te, and df.
