Yeah, this is a bit like asking which 2x WR will go off and then listing players like: J.Brown, J.Ross, N.Agholor, P.Garcon
All we can do is tell you they are all good
players in good/ decent situations.
Best thing i can suggest is ask yourself a few questions:
1) Which LBs team is likely to be on the field the most - ie their O is not good (which means + Snaps vs his peers, which is better)
2) WhichLB plays the most %age of their teams D snaps (again +Snaps vs peers)
3) Which LB plays behind a soft DL (increases %age chance of tkl opps)
4) <Weekly> Which LB will be facing the run/ short passes
Season long you want the guy that will play the most.
Weekly, you want the guy that will have the highest %age of tkl opps.
Those two things wont necessarily be one and the same thing because if the LBs teams O goes up early a cpl scores? Hes going to be far less involved than in a close game where the opposition keeps sending the RB up the middle.
I would suggest Lee or Littleton, then Leonard, then Hicks if youre going for post season.
Indy - whilst a fertile hunting ground for IDP production - is in flux. Philly can be as strange with their LB usage as their DL.
If youre looking longer term, id put Leonard in with the other two and push Hicks further back.
