In the end the simplest answer is usually the right one.

Having the 1st overall pick, if Kyler Murray was genuinely their intention they would have traded Josh Rosen by now. He'd be gone yesterday since there is virtually zero point playing games (unless the offers they're getting don't line up with what they want).

I'll vote Williams.

Beg to differ. You don't trade Rosen until the draft in case something happens to Murray physically or he gets in trouble. While both are unlikely, why not simply eliminate that risk.
